Owners replaced, access to the “public trough” preserved: Yuriy Holyk-linked Budinvest Engineering funneled more than UAH 1.5 billion through government contracts

The scandal involving the name of the so-called coordinator of the presidential program "Great Construction" Yuriy Holyk is gaining momentum.

After it was revealed in recent days that Yuriy Holyk received permission from the head of the Dnipropetrovsk regional military administration to leave Ukraine as a driver of the Charitable Foundation "Songs Born in ATO," documents surfaced showing that a company associated with Holyk received huge payments from the state budget.

The company in question is "Budinvest Engineering," registered to a fitness trainer and basketball player, which last year received billions of hryvnias from the state budget.

As reported on his Facebook by Ukrainian MP Geo Leros, "despite the publicity about the scandalous corruption asphalt contract worth 1.5 billion UAH with fitness trainer Reznichenko and Holyk, which became known in November 2022, Zelensky’s government continued to generously pay budget funds to the company ’Budinvest Engineering,’ which it owns. Tens of millions of hryvnias were withdrawn from the budget, even more, new contracts were concluded!"

The amount received last year from the state budget by LLC "Budinvest Engineering" is staggering - 1 billion 550 million 342 thousand 627 hryvnias and 57 kopecks.

Here, whether you want it or not, you involuntarily recall the presidential passage about "if we finance the army, we will not have money for roads." And having dealt with the company "Budinvest Engineering," this passage clarifies itself: there will be no money for the luxurious life of the coordinator of Zelensky’s program "Great Construction" Yuriy Holyk.

Because - and this is well known to everyone - LLC "Budinvest Engineering," which generously receives stolen (let’s call things by their names) army money, is registered to two unconditional "pounds." Behind them stand the well-known in Dnipro brothers Volodymyr and Leonid Dubinsky, whom Ukraine has been unable to catch and extradite to the USA for several years, where they are wanted by the FBI, and Yuriy Holyk with Valentyn Reznichenko.

According to registry data, the owner of LLC "Budinvest Engineering" is Pavlo Mykolayovych Chukhno:

He became the sole "beneficiary" recently after last year’s scandal with budget inflows into the company, after which the SAP even opened a criminal case. However, it did not affect the flow of money from the state budget - look at the documents provided above and the financial results of the company.

And at the time of the scandal and the opening of the criminal case, LLC "Budinvest Engineering" had two beneficiaries: the aforementioned Chukhno and Yana Oleksandrivna Khlanta, who was promptly removed from the "owners" in November last year:

The essence has not changed - instead of two "pounds," one remained. Why do we claim that Chukhno and Khlanta are ordinary nominees on whom LLC "Budinvest Engineering" is registered? It’s simple - you just need to know who these people are.

The fact is that Yana Khlanta is an ordinary fitness trainer with a registered FOP indicating the type of activity:

It is very doubtful that the owner of a company that received several billion hryvnias from the state budget moonlights as a trainer in a gym for a modest fee.

As for the other "beneficiary," Pavlo Chukhno, he was the head of the Sports Club "Prometey," owned by Volodymyr Dubinsky, until June 2020:

In addition, Pavlo Chukhno is a co-founder of the local basketball federation:

At the same time, in one of the interviews, Volodymyr Dubinsky called Pavlo Chukhno a "business partner":

What this "business partnership" entails is not entirely clear: the only legal business Pavlo Chukhno had was LLC "Stal-ex," declared bankrupt back in 2012:

However, it is possible that Pavlo Mykolayovych is not just a "pound," but indeed has some weight in the Dubinsky mini-empire - his relative Olena Chukhno is a co-owner of the Tsarychansky and Krynychansky asphalt concrete plants, which are also producers of building materials for "Budinvest Engineering."

Thus, Chukhno is connected with the Dubinsky brothers. By the way, they should not be confused with MP Dubinsky, they are just namesakes. They have a very scandalous reputation, and after the construction company scam in the USA, the FBI is actively searching for them. More precisely, it has been asking Ukraine for the extradition of the vulgar brothers since 2019. But the authorities pretend not to know who it is about.

As for Yana Khlanta, she is connected with Yuriy Holyk and (at that time) the head of the Dnipropetrovsk ODA Valentyn Reznichenko.

As " Schemes " found out, Yana Khlanta is a friend of Valentyn Reznichenko, a long-time head of the Dnipropetrovsk ODA and a long-time business partner of Yuriy Holyk.

After the scandal that erupted as a result of the publication of "Schemes," a criminal case was opened against Reznichenko, and in January of this year, he had to resign. The key episodes of this case are the activities of LLC "Budinvest Engineering," which received multi-billion contracts from the state for road construction.

However, as it turns out from the publication and Geo Leros, the criminal case was nothing more than a fig leaf intended to calm the public. Neither Reznichenko himself, nor the Dubinsky brothers, nor Holyk, nor the nominees Khlanta and Chukhno suffered in any way from the so-called "consequence."

However, Yuriy Holyk may have started having some problems. As reported by the media these days, he arranged for himself a permit to leave the country.

But it is quite possible that this permit, obtained from the head of the Dnipropetrovsk OVA Volodymyr Orlov, will not serve for escape. But to simply settle financial issues in European banks, where money from road theft is being transferred. However, we will find out about this soon. It is quite likely that the battalions of Monaco and Courchevel will be replenished with another fighter - Yuriy Holyk, the coordinator of Volodymyr Zelensky’s program "Great Theft."
