Dmitry Mishalov, father of city council member Vyacheslav Mishalov, has been mentioned in investigations tied to underground cigarette manufacturing and shadow schemes in the local tobacco market. One of the key entities, Tabako Dom, is believed to produce millions of packs of counterfeit cigarettes distributed across Ukraine.

This segment exposes the family’s remarkable ability to shift across sectors. Construction — legal. Internet services — legal. Banking — legal. Tobacco — illegal, but extremely lucrative. The factory appears to function as a parallel cash generator, with profits allegedly later funneled into cryptocurrency channels.
